March 16, 2009

Regular Meeting


 

The Governing Body of the City of Victoria met in regular session on March 16, 2009 at 7:30 PM in Council Chambers of City Hall.


Roll Call

Council Members Jan Piesker, Jerry Brungardt and Kenneth Pfeifer present.  Absent Joe Robben and Leroy Schmidtberger

Presiding

The Honorable Mayor Curtis B. Unrein.

Russell County News Reporter Bud Brann, Police Chief Cole Dinkel,  Police Officer Ryan Mauch, City Superintendent Julius Windholz, Rose Ann Dreiling, Estella Kuhn, Municipal Judge Don Pruitt, Vernon Berens, Al Pfeifer. Paul Schippers, Troy Schippers, Brenda Dreiling, Wilmer Dinkel Jr., Gayle Weber, Theresa Kuhn, Robert Kuhn, Deborah Kuhn, Curt Kuhn, Dru Miller, Joe Dreiling and City Clerk Mary Pfeifer.

Minutes

Minutes of the February 16, 2009 regular meeting were presented for review.  Motion by Jan Piesker, second by Kenneth Pfeifer to approve the minutes as submitted.

Vote: 3 Ayes 0 Nays, Motion declared carried.

 

Minutes from the Victoria Housing Authority, Victoria Rec Commission and Victoria Volunteer Fire Department were also reviewed.

Warrant Ordinance A-03-09

Ordinance A-03-09, consisting of bills against the City for the month of February was presented for review.  Motion by Jerry Brungardt, second by Jan Piesker that Ordinance A-03-09 be approved and all bills paid.

Vote: 3 Ayes 0 Nays, Motion declared carried.

Agenda

Motion by Jan Piesker, second by Jerry Brungardt to approve the agenda.

Vote: 3 Ayes 0 Nays, Motion declared carried.

Smoky Hills Resource Cons. & Devel. Area, Inc

Darla Juhl with Smoky Hills Resource Conservation & Development Area, Inc. gave a presentation on how the organization can help the city with grants for park mulch along with hike and bike trails.

Municipal Court Report

Municipal Judge Don Pruitt would like to purchase court software.  Reports must now be electronically submitted.  He found the least expensive software to be through a company called Thoroughbred Municipal Court Manager . Motion by Jerry Brungardt, second by Kenneth Pfeifer to purchase Thoroughbred Municipal Court Manager software for court submittal for a cost of $685.00.

Vote: 3 Ayes 0 Nays, Motion declared carried.

Police Department Report

Police Chief Cole Dinkel gave his department report.  The new equipment has been installed in the cars.  No major problems during the last month.

Nex-Tech Program

Drew Miller, with Nex-Tech, would like to give a presentation on a program offering emergency notification.  He will give the presentation at the next council meeting.

Contract Agreement


The city currently has an irrevocable contract with Paul Schippers for 40 acres that are located next to the city sewer lagoons until the year 2020.  Rose Ann Dreiling inquired whether the city would be willing to let the property be used for a cell tower.  Motion by Jan Piesker, second by Jerry Brungardt that the city retain the rights to the additional 40 acres next to the sewer lagoons the city has under contract.

Vote: 3 Ayes 0 Nays, Motion declared carried. 

Main Street Beautification

Council Member Jan Piesker would like to see the Main Street area more attractive to visitors.  Council was in agreement and she will get some ideas put together for the next meeting. 

Plumbers License Application

Advance Home Maintenance and Improvement submitted an application for a plumbers license. Motion to approve the plumbers license application submitted by Advance Home Maintenance Improvement by Jerry Brungardt, second by Kenneth Pfeifer.

Vote: 3 Ayes 0 Nays, Motion declared carried.

Bad Debt Charges

The city currently submits bad debt charges to the Kansas Setoff Program.  They charge a fee for the service and the city can pass that fee along to the individual who has the bad debt.  Consensus of the council was to have an ordinance ready for the next meeting.

Grocery Store

The city has been notified the grocery store will be closing in the near future and the owner is wanting to know if the city would be interested in purchasing the store. Several members of council will try to meet with the owner.

City Superintendent Report

City Superintendent Julius Windholz gave his department report.    A major water leak was found and repaired.  Windholz will check into sealing streets and then approach the county for help.  Will need to purchase tires for the trash truck.  There is a grant available through KDHE for park mulch. Motion by Jerry Brungardt, second by Kenneth Pfeifer to go ahead and apply for the grant for park mulch through KDHE.

Executive Session

8:37 PM Motion by Jerry Brungardt, second by Jan Piesker to go into executive session for 5 minutes for the evaluation of City Superintendent Julius Windholz.

Vote: 3 Ayes 0 Nays, Motion declared carried.

Regular Session

8:42 PM Motion by Jan Piesker, second by Kenneth Pfeifer to return to regular session.

Vote: 3 Ayes 0 Nays, Motion declared carried.

Salary Increase

Motion by Jerry Brungardt, second by Jan Piesker to increase the salary of City Superintendent Julius Windholz to $20.00 per hour.

Vote: 3 Ayes 0 Nays, Motion declared carried.

Adjournment

All business on hand having been discussed, Motion by Kenneth Pfeifer, second by Jerry Brungardt to adjourn the meeting.
